New York Midwives (NYM), the state affiliate of the American College of Nurse-Midwives, strongly supports $5 million in funding for the New York State Abortion Clinical Training Program in the 2027 SFY Enacted Budget, as provided by S.1438a (Sen. Krueger/AM Paulin). This program trains licensed reproductive health providers — including midwives, nurse practitioners, physician assistants, physicians, residents, and interns — in abortion and related care at sites across the state. As midwives who deliver the full spectrum of sexual, reproductive, and primary care in both community and hospital settings, NYM sees firsthand how the shortage of skilled abortion clinicians limits timely, accessible, quality care for New Yorkers. Continued funding is essential to closing that gap and protecting reproductive health access statewide.
